东北铁路运输能力适应性分析和补强措施研究

摘　　要：东北地区是我国重要的工业和农业基地,对国家维护国防安全、粮食安全、生态安全、能源安全、产业安全的战略地位十分重要,关乎国家发展大局。通过深入分析,阐释东北地区铁路出入关通道能力、主要装车站装卸车能力,从区间通过能力限制、主要站点运输能力不足、机车机班周转效率不高、集中修施工组织影响、部分集疏港铁路能力不足等方面,找准制约东北地区铁路运输供给质量的瓶颈,从提高列车编组质量、铁路站场扩能改造、加强机车机班周转、统筹施工与运输组织、提升集疏港通道能力等方面,提出进一步提升东北地区铁路运输能力的一系列对策,为服务和支撑东北全面振兴提供运力保障。Northeast China is an important industrial and agricultural base in China,which is very important for the country to maintain the strategic position of national defense security,food security,ecological security,energy security,and industrial security,and it is related to the overall situation of national development.Through in-depth analysis,this paper explained the passage capacity of the railway at entry and exit points and the loading and unloading capacity of the main loading stations in Northeast China and found the bottleneck restricting the quality of railway transportation supply in Northeast China from the aspects of limited interval passing capacity,insufficient transportation capacity of the main stations,low turnover efficiency of locomotives and trains,the influence of centralized maintenance and construction organization,and insufficient transportation capacity of railways at some ports.This paper put forward a series of countermeasures to further enhance the railway transportation capacity in Northeast China in terms of improving the quality of train formation,expanding the capacity of railway yards,strengthening the turnover of locomotives and trains,coordinating the construction and transportation organization,and enhancing the passage capacity of ports,so as to provide transportation capacity guarantee for serving and supporting the comprehensive revitalization of Northeast China.
