摘　　要：《铁路技术管理规程》是国家铁路技术管理的基本规章,是相关专业部门制定技术管理文件的基础,保持《铁路技术管理规程》与技术设备发展和行车组织需求相适应,对确保国家铁路安全正点、方便快捷、高速高效具有重要的作用。从《铁路技术管理规程》(普速铁路部分)非正常行车组织编写方案、重载列车行车组织纳入《铁路技术管理规程》(普速铁路部分)内容、JSQ型车通过驼峰并溜放以及动力分散动车组制动力部分切除时特殊场景接发列车4个方面进行了重点研究,并提出具体的修改建议方案,相关研究为《铁路技术管理规程》行车组织编修订提供参考。The Technical Management Regulations for Railway is a basic technical management regulation for national railways,and it serves as the basis for relevant departments to formulate technical management documents.Keeping the Technical Management Regulations for Railway in line with the development of technical equipment and the needs of train operation organization plays an important role in ensuring the safety,punctuality,convenience,speed,and efficiency of national railways.This paper conducted key research on four aspects:the preparation of abnormal train operation organization plans in the Technical Management Regulations for Railway(for conventional railways),the inclusion of heavyduty train operation organization in the Technical Management Regulations for Railway(for conventional railways),the SQ-type train passing through the hump and sliding,and the special scenario of receiving and dispatching trains when the part of braking force of dispersed electric multiple units(EMUs)is cut off.Specific modification suggestions were proposed,and the relevant research provides a reference for the revision of the Technical Management Regulations for Railway.
