中国式基层协商民主的本体功能、发展困阻与出路

摘　　要：基层协商民主作为我国协商民主的重要组成部分,实践中显现出多种本体功能,包括给予各参与主体平等地位,减少基层矛盾与冲突的发生;扩大基层群众政治参与渠道,培养基层群众政治责任感;促使决策更具合理性以及推动我国社会主义民主政治更好发展。此外,在基层协商民主发展过程中难免会遇到一些现实困阻,即参与主体的协商能力达不到现实要求;制度的现实建构与执行力存在不足;协商参与渠道较为单一和协商形式不健全。因此,为了实现我国基层协商民主更好发展,要大力开展宣传教育工作,提高参与主体的协商意识与协商能力;处理好制度存量与增量关系,提高制度执行力;创新既有协商形式,开展协商模式试点工作。As an important component of China's consultative democracy,grassroots consultative democracy has demonstrated various ontological functions in practice,including granting equal status to all participating entities and reducing the occurrence of grassroots conflicts and contradictions,expanding channels for grassroots political participation and cultivating a sense of political responsibility among grassroots people,promoting more rational decision-making and advance the better development of socialist democracy in our country.In addition,in the process of grassroots consultative democracy development,it is inevitable to encounter some practical obstacles,that is,the consultative ability of the participating subjects cannot meet the practical requirements;There are deficiencies in the practical construction and execution of the system;The channels for participation in negotiation are relatively single and the forms of negotiation are not sound.Therefore,in order to achieve better development of grassroots consultative democracy in China,it is necessary to vigorously carry out propaganda and education work,improve the consultation awareness and ability of participating subjects,handle the relationship between institutional stock and increment well,and improve institutional execution and innovating existing forms of negotiation and carry out pilot work on negotiation models.
