非营利组织公益慈善项目运作和资源管理策略研究

摘　　要：随着中国社会主义市场经济体制的不断完善,非营利组织得到了迅速增长。非营利组织在参与公共事务的管理方面转变了政府的职能,可以更有效地关注政府难以顾及的方面,因此非营利组织在满足社会需求和承担社会职能方面有着政府和市场不可替代的作用,但目前,中国非营利组织面临着组织人员的能力和人力资源不足、慈善组织过度依赖政府、缺乏自主性和自主性、财务透明度低以及公信力不足等问题。我国的慈善组织不同于西方国家的慈善组织,慈善组织的发展离不开政府的培育和规范,不可能完全脱离政府而独立存在,我国政府在慈善组织发展过程中要正确定位,既不能“越位”,也不能“缺位”,为缩小差距、提升管理效率,迫切需要从组织内部和外部出发,全面保障非营利组织项目运作规范与组织使命一致。Non-profit organizations play an irreplaceable role in meeting social needs and assuming social functions that the government and market cannot replace.However,currently,Chinese non-profit organizations are facing problems such as insufficient organizational personnel and human resources,excessive dependence on the government by charitable organizations,lack of autonomy and autonomy,low financial transparency,and insufficient credibility.Our country's charitable organizations are different from those in Western countries.The development of charitable organizations cannot be separated from the government's cultivation and regulation,and it is impossible for them to exist independently without the government.The Chinese government must correctly position itself in the development process of charitable organizations,neither"offside"nor"absent".In order to narrow the gap and improve management efficiency,it is urgent to start from both the internal and external aspects of the organization,and comprehensively ensure that the project operation norms of non-profit organizations are consistent with the organization's mission.
