合署办公:基层治理创新的空间聚合路径--以浙北H市Z街道“大综合一体化”改革为例

摘　　要：合署办公是治理体系调整的一项重要改革措施,现有相关研究主要集中在党和国家机构改革意义上的合署办公,对基层治理层级的合署办公缺乏关注。以浙北H市Z街道实施的“大综合一体化”行政执法改革中的合署办公为例,从理论上解析合署办公的空间设置对完善基层治理体系、提高协同治理水平的作用机制,研究认为,合署办公通过空间统一机制、空间集成机制、空间涟漪机制等增强了政社互动的便利性,促进了部门间工作边界的融合,降低了部门间的协同沟通成本,强化了部门工作人员间的人格化关系。合署办公作为一种横向集中的治理体系空间设置模式,蕴含“空间优化治理”的创新路径。Co-located office is an important reform measure in the adjustment of governance system.Existing studies mainly focus on Co-located office in the sense of Party and state institutional reform,and lack of attention to Co-located office at the primary-level governance.Taking the Co-located office experience in the“Grand Comprehensive Integration”administrative law enforcement reform implemented by Z Street in H City,northern Zhejiang province as an example,the mechanism of the office space setting on improving the primarylevel governance system and improving the level of collaborative governance is theoretically analyzed.Through the space unification mechanism,space integration mechanism and space ripple mechanism,the Co-located office enhances the convenience of interaction between the government and the public,promotes the integration of inter-departmental work boundaries,reduces the cost of inter-departmental coordination and communication,and strengthens the personal relationship between departmental staff.As a horizontal centralized spatial setting mode of the government system,Co-located office contains the innovation path of“governance optimization through special setting”.
