摘　　要：高等教育交流与合作是推动实现“一带一路”倡议目标、深化中国—东盟全面战略伙伴关系内涵的基础性力量。中国—东盟高等教育合作项目政策演进历经酝酿期、发展期、深化期三个阶段,政策支持具有权威性和前瞻性,但针对性和可操作性有待提高。80余个中国—东盟高等教育合作项目具有四个基本特征:合作国家开放程度高但国别分布不均;中方院校类型多样但省域分布不均;东盟院校积极性高但综合实力两极分化;专业设置趋同性强但现实需求错位。中国—东盟高等教育合作项目发展呈现稳中求进态势,但面临的结构性失衡问题有待纾解。研究建议是:优化合作项目的专业布局,加强质量保障方面的合作。Higher education exchanges and cooperation is a fundamental force for achieving the goals of the Belt and Road Initiative and deepening the connotation of China-ASEAN comprehensive strategic partnership.The policy evolution of China-ASEAN higher education cooperation project has gone through three stages:incubation period,development period and deepening period.The policy support is authoritative and forward-looking,but the pertinence and operability need to be improved.More than 80 China-ASEAN higher education cooperation projects have four basic characteristics:high degree of openness in cooperating countries but uneven distribution by country;the types of colleges and universities in China are diverse but their distribution is uneven in provinces.ASEAN colleges and universities are highly motivated but their comprehensive strength is polarized.Professional settings converge strongly but misplace realistic needs.The development of China-ASEAN higher education cooperation projects shows a trend of seeking progress while maintaining stability,but the structural imbalance problem needs to be alleviated.The research recommendations are to optimize the professional layout of cooperation projects and strengthen cooperation in quality assurance.
