摘　　要：智慧城市在提高城市治理能力和推动社会经济各领域高质量发展中的作用日益显现,总结经验、借鉴典范对我国“十五五”时期加快智慧城市建设、推进城市治理现代化具有重要的理论和实践意义。文章从“智慧蓉城”入手,深度总结成都在智慧城市建设和提升城市治理能力方面的主要做法、成效、特色案例和亮点,对标分析当前我国城市治理存在的问题及瓶颈,提出构建“统筹化”的政策保障体系、“感知化”的网络支撑体系、“畅通化”的数据资源体系、“智能化”的城市中枢体系、“惠民化”的智慧应用体系和“现代化”的智慧产业体系,并以此推进我国城市治理现代化。Smart cities play an increasingly important role in improving urban governance capacity and promot⁃ing high-quality development in various fields of economy and society.It is of great theoretical and practical signifi⁃cance to sum up experience and draw lessons from modes for accelerating the construction of smart cities and pro⁃moting the modernization of urban governance during the 15th Five-Year Plan period in China.Starting from the“Smart Chengdu City”,this paper deeply summarizes the main practices,achievements,characteristic cases and highlights of Chengdu in the construction of smart cities and the improvement of urban governance capacity,con⁃ducts a bench-marking analysis of the existing problems and bottlenecks of urban governance in China,and puts for⁃ward the construction of“integrated”policy guarantee system,“perceptual”network support system,“smooth”data resource system,“intelligent”urban central system,“benefiting people”intelligent applica⁃tion system and“modern”intelligent industrial system,so as to promote the modernization of urban governance in China.
