关于健全数字公共产品制度推进开源创新生态建设的若干思考

摘　　要：数字公共产品制度是推动开源创新生态发展的重要基础,有助于打破我国开源创新生态面临的技术路线不统一、研发力量不集中等关键限制。文章在论述完善数字公共产品制度的重要意义基础上,对世界主要国家建设数字公共产品制度的经验进行了回顾,并分析了我国数字公共产品制度构建面临的突出问题。文章指出,我国开源创新生态面临数字公共产品法律法规相对欠缺、数字公共产品运营机制不够完善、关键数字公共产品自主创新不足等问题,严重阻碍了开源创新生态的高水平、可持续发展,亟须从法律法规建设、运营管理机制完善、企业反哺生态等多维度入手加快推进数字公共产品制度建设,以支撑开源创新生态发展。The digital public goods institutions are important foundations for promoting the development of an open source innovation ecosystem,which helps to break the key limitations faced by China’s open source innovation ecosystem,such as the lack of unity in technology routes and concentration of R&D power.Based on discussing the significance of improving digital public goods institutions,this study reviews the experience of major countries in the world in building digital public goods institutions and analyzes the prominent problems faced by the construction of China’s digital public goods institutions.This study points out that China’s open source innovation ecosystem faces problems such as a relative lack of digital public goods laws and regulations,insufficient improvement of the operation mechanism of digital public goods,and insufficient independent innovation of key digital public goods,which seriously impedes the high-level and sustainable development of the open source innovation ecosystem.It is urgent to accelerate the construction of digital public goods institutions from the construction of laws and regulations,the improvement of operation and management mechanisms,and the feedback of enterprises to the ecosystem and other dimensions to support the development of an open source innovation ecosystem.
