广州市村级工业园更新改造模式与成效演进研究——基于“双向运动”视角

摘　　要：村级工业园改造是珠三角地区探索产业转型升级和城乡高质量发展的重要抓手。本文以广州市为例,基于“双向运动”理论,探讨不同阶段地方政府的改造政策对“市场-社会”互动关系的影响,并辨析其带来的更新改造成效差异,由此揭示村级工业园改造模式与成效演进的内在逻辑。研究发现,在地方政府制定的差异化改造政策下,市场扩张与社会纠偏呈现此消彼长的“双向运动”关系,更新改造成效在经济利益最大化与维护社会正义之间摆动,总体形成了政府管控放松下的“市场化单边驱动”、政府干预增强下的“双边制衡构建”和政府统筹监督下的“整体性双边制衡”三阶段特征,改造成效从强调经济利益向经济与社会效益兼顾提升转变。Village-level industrial park transformation is an important starting point for exploring industrial transformation and upgrading and high-quality urban and rural development in the Pearl River Delta region.Taking Guangzhou as an example,based on the theory of"double movement",this paper discusses the influence of local government's renewal policy arrangements at different stages on the"market-society"interaction,and analyzes the differences in the effectiveness of renovation,thus revealing the internal logic of the transformation mode and effectiveness evolution of village-level industrial parks.The research finds that under the differentiated reform policies formulated by local governments,market expansion and social correction present a"double movement"relationship,and the effect of renewal and reform oscillates between maximizing economic interests and maintaining social justice.As a whole,it has formed a three-stage feature of"market-oriented unilateral drive"under the relaxation of government control,"the forming of bilateral checks and balances"under the enhancement of government intervention,and"holistic bilateral checks and balances"under the overall supervision of the government,and the transformation effect has changed from emphasizing economic interests to promoting both economic and social benefits.
