摘　　要：作为一种具有原创性的人类制度反腐新模式,党和国家监督体系以国家权力统一理论为基础,以坚持党的领导为原则,以党内监督为主导,以全面覆盖为目标。党和国家监督体系是具有双重规范基础的反腐制度模式,其各个反腐机构的组建及其运行都是严格依据党内法规和国家法律而展开的。所以,党内法规和国家法律的衔接与协调,是健全党和国家监督体系的重要任务。党和国家监督体系是助力国家治理体系和治理能力现代化的反腐制度模式,它是促使国家治理体系不断完善的重要推手,是推进国家治理能力现代化的保障力量。党和国家监督体系坚持不敢腐、不能腐、不想腐一体推进,为惩治腐败这个人类社会的顽瘴痼疾贡献了中国智慧与中国方案。As an original new model of human institutional anti-corruption,the Party and state supervision system is based on the theory of national power unity,adheres to the Party’s leadership as the principle,takes internal Party supervision as the leading force,and aims for comprehensive coverage.The supervision system of the Party and the state is an anti-corruption system model with a dual normative foundation,and the establishment and operation of its various anti-corruption institutions are strictly carried out in accordance with the Party regulations and national laws.Therefore,the connection and coordination between Party regulations and national laws is an important task for improving the Party and state supervision system.The Party and state supervision system is an anti-corruption institutional model that helps modernize the national governance system and governance capacity.It is an important driving force for the continuous improvement of the national governance system and a guarantee force for promoting the modernization of national governance capacity.The Party and the state supervision system adheres to the principle of not daring to corrupt,not being corrupt,and not wanting to corrupt,and have contributed Chinese wisdom and solutions to punishing corruption,a chronic disease of human society.
