征召、链接与催化:关系资本促进医养结合服务合作网络形成效应研究

摘　　要：多元主体合作供给医养结合服务可充分激发服务主体潜力与活力、加速资源共享,是提高我国医养结合服务水平与效率的基础。探索关系资本如何促进医养结合服务合作网络形成,有利于深入理解医养结合服务合作机制,对政府部门、养老机构与医疗机构等主体聚集,推动医养结合服务合作网络形成具有理论价值与政策意义。本文基于典型案例,采用扎根理论与定性比较分析方法(QCA)分析关系资本促进医养结合服务合作网络形成路径及其具体效应。研究发现,关系资本、情境条件、触发条件与合作网络形成结果间具有多重并发因果关系,多元条件通过组合、匹配以政府关系资本构型、综合关系资本构型与非政府关系资本构型三条路径促进合作网络形成,并可分别产生征召效应、链接效应与催化效应,可从拓展合作关系、积累社会关系资本与撬动优势关系资源视角突破医养结合服务合作困境。同时该结论强调了在中国公共服务治理场域下关系资本的重要角色,拓展了公共服务合作网络形成前因条件研究,完善与发展了合作治理理论。Multi-entity cooperation in providing integrated medical and endowment service can fully stimulate the potential and vitality of service providers and accelerate resource sharing,and it is the basis of improving the service level and efficiency.Exploring how relationship capital can promote the formation of the service cooperation network for the integrated medical and endowment service is conducive to a deeper understanding of the service cooperation mechanism.It has theoretical value and policy significance for government departments,elderly care institutions,and medical institutions to gather together and promote the formation of a cooperative network.Based on typical cases,this paper uses grounded theory and qualitative comparative analysis(QCA)to analyze the formation path and specific effects of relationship capital to promote the integrated medical and endowment service cooperation network.It is found that there are multiple concurrent causal relationships between relational capital,situational conditions,trigger conditions,and the results of cooperative network formation.Multiple conditions promote the formation of cooperative networks through the combination and matching of government relational capital configuration,comprehensive relational capital configuration,and non-governmental relational capital configuration,which can produce recruitment effect,link effect,and catalytic effect respectively.From the perspective of expanding cooperative relationships,accumulating social relationship capital,and leveraging superior relationship resources,the dilemma of service cooperation can be overcome.At the same time,this conclusion emphasizes the important role of relationship capital in the field of public service governance in China,expands the research on the antecedent conditions of the public service cooperation network formation,and improves and develops the cooperative governance theory.
