城市空间规划文本的政策强度量化方法研究——以青岛老城区为例

摘　　要：城市空间规划文本是规划实施的重要依据之一,量化其对城市空间管理意图和作用程度,具有重要科学意义。研究建立了空间规划政策强度量化分析框架及耦合政策力度、目标严格度、措施明确度的量化方法。以青岛老城区为例,从空间尺度和内容类型揭示其政策强度的时空特征。结果表明:①老城区高政策强度由局域向全域、滨海向内陆逐渐扩展,形成了高政策强度轴带格局。②空间尺度上,市级尺度对功能布局和结构优化的作用程度最显著;区级尺度的高政策强度区域主要分布于自然保护区和文化遗产风貌区;街道、地块尺度的高政策强度体现了小尺度、实施类规划的强引导作用。③内容类型上,政策强度呈现出南高北低的分布特征,用地布局、景观风貌等类型对老城区的管控力度和强度最为强烈,影响范围逐步扩至全域。Urban spatial planning text serve as a critical basis for implementing spatial plans,making it scientifically significant to quantify their impact on urban spatial management intentions and effectiveness.This study establishes a quantitative analysis framework for assessing spatial planning policy intensity,incorporating metrics for policy power,goal stringency,and measure clarity.Using Qingdao's old urban area as a case study,the results show that:High policy intensity in the old urban area has gradually expanded from localized areas to the entire region,and from coastal to inland areas,forming a high-intensity policy axis.②At the spatial scale,citylevel policies have the most significant impact on functional layout and structural optimization;district-level policies are most intense in natural reserves and cultural heritage areas;and street-and plot-level policies reflect strong guidance in small-scale,implementationoriented planning.③In terms of content types,policy intensity shows a south-high,north-low distribution pattern,with land use layout and landscape features exerting the strongest control and intensity over the old urban area,gradually extending their influence across the entire region.
