新质生产力赋能东北经济高质量发展的三重逻辑

摘　　要：经济新常态下,新质生产力对东北经济高质量发展的赋能作用具有历史方位、理论指导与现实路径三重逻辑。在新时代培育新质生产力成为东北经济高质量发展的核心推动力,为充分发挥新质生产力对推动区域数字化转型、促进生态经济协同发展与优化产业与劳动力结构方面的赋能作用,东北地区急需打通在营商环境、技术创新、产业和能源结构及人才发展等方面的关键“堵点”。通过优化营商环境、推动技术创新、整合升级产业链、创新发展模式与建设人才发展体系等现实路径,可以推动传统与新兴产业融合及区域经济的自立自强和持续增长,对新时代塑造区域经济高质量发展新格局,探索在全国范围内健全因地制宜发展新质生产力体制机制具有重要的理论和应用价值。In the context of the new economic normal,the empowering role of new productive forces in driving the high-quality development of the Northeastern economy follows a threefold logic of historical positioning,theoretical guidance,and practical pathways.In the new era,cultivating new productive forces has become the core driving force for the high-quality development of the Northeastern economy.To fully leverage the potential of these forces in driving regional digital transformation,promoting coordinated ecological-economic development,and optimizing both industrial and labor structures,it is imperative for the Northeast to overcome key"bottlenecks"in areas such as business environment,technological innovation,industrial andenergy structures,and talent development.By optimizing the business environment,promoting technological innovation,upgrading and integrating industrial chains,innovating development models,and establishing talent development systems,the region can facilitate the integration of traditional and emerging industries,promote economic self-reliance and sustainable growth,and contribute significantly to shaping a new landscape of high-quality regional economic development in the new era.This also holds important theoretical and practical value for exploring region-specific mechanisms for cultivating new productive forces across the nation.
