摘　　要：城市文化软实力是城市综合实力的重要组成部分,也是新时代提升我国国家文化软实力的重要抓手。在系统回顾文化软实力的概念内涵、已有指标和测度方法的基础上,构建城市文化软实力测度体系,并对全国245个城市的文化软实力及其各维度进行系统测度。研究发现,我国城市文化软实力整体水平有待提升,城市文化软实力各维度水平差异较大,文化生产力和文化创新力已经成为制约城市文化软实力发展的明显短板。区域间文化软实力发展不均衡,特别是东部—东北部之间的差异最明显,东北地区已经成为文化软实力发展的冷点。围绕当前城市文化软实力发展的现状与区域特征,从提升城市文化软实力整体水平,弥合区域差异,推动区域协同互动三个方面提出促进城市文化软实力提升的路径。The cultural soft power of cities is an essential component of their comprehensive strength and a crucial approach to enhancing China's national cultural soft power in the new era.This study systematically reviews the conceptual connotations and existing measurement indicators and methods of cultural soft power,constructing a measurement system for urban cultural soft power.It conducts a systematic assessment of the cultural soft power and its various dimensions across 245 cities in China.The research finds that the overall level of urban cultural soft power in China requires improvement,with significant disparities among specific dimensions,particularly in cultural productivity and innovation,which have become evident constraints on the development of urban cultural soft power.There is also an imbalance in the development of cultural soft power among cities and regions,notably between the eastern and northeastern regions,where the northeastern region has emerged as a cold spot in cultural soft power development.Based on the current status and regional characteristics of urban cultural soft power development,this paper proposes pathways to enhance urban cultural soft power from three aspects:improving the overall level of urban cultural soft power,narrowing regional disparities,and promoting regional collaborativeinteraction.
