新质生产力提升政府治理能力的内在逻辑、现实困境与实践路径

摘　　要：新质生产力的发展为政府治理提供了新的发展契机,赋能政府治理能力与时俱进,以适应国家治理体系和治理能力现代化的新要求。新质生产力促进政府治理模式和治理效能发生根本变革,其内在逻辑是从政治、经济、文化、社会、生态五个方面全面提升政府治理能力。实践表明,新质生产力提升服务政府治理能力应当坚持系统观念、整合新型生产要素、培养新质人才。面对培育新质生产力背景下的挑战与机遇,政府需在明确提升治理能力的总体战略的同时,深入理解新质生产力赋能政府治理能力提升的重要性、内在逻辑及实施路径,坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化,扎实推动中国式现代化。The development of new quality productivity provides a new development opportunity for government governance,enabling government governance ability to keep pace with the Times to meet the new requirements of the modernization of national governance system and governance capacity.The new quality productivity promotes the fundamental change of government governance model and governance efficiency,and the internal logic is to comprehensively improve government governance capacity from five aspects:politics,economy,culture,society and ecology.Practice shows that the improvement of new quality productivity should adhere to the system concept,integrate new production factors and train new quality talents.Facing the challenges and opportunities in the context of cultivating new quality productivity,the government needs to clarify the overall strategy of improving governance capacity,and at the same time,deeply understand the importance,internal logic and implementation path of improving governance capacity of the government enabled by new quality productivity,adhere to and improve the socialist system with Chinese characteristics,promote the modernization of the national governance system and governance capacity,and solidly promote Chinese-style modernization.
