十大城市群营商环境时空演变、区域差异与收敛特征

摘　　要：文章构建城市群营商环境综合评价指标体系,采用熵权-TOPSIS法测算2013—2021年我国十大城市群的营商环境水平,并借助核密度估计、Markov链转移概率矩阵、Dagum基尼系数、变异系数和空间收敛模型,揭示我国城市群营商环境水平的时空演变、区域差异和收敛性特征。研究发现:十大城市群营商环境水平呈小幅度上升和显著的梯度分布特征,人力资源、公共服务和政务服务已有较大程度的提高,但金融服务、市场环境和创新服务仍旧不足;在时空演变上,城市群营商环境水平总体呈单极化特征和梯度分布趋势,营商环境优质地区有明显的示范引领作用;在区域差异上,我国城市群营商环境水平整体差异较大,区域间差异是其主要来源;在收敛性上,城市群营商环境水平总体上呈小幅度σ收敛、显著空间绝对β收敛和显著空间条件β收敛特征。This paper constructs a comprehensive evaluation index system for the business environment of urban agglomerations,then uses entropy weight-TOPSIS method to estimate the business environment level of the ten urban agglomerations in China from 2013 to 2021,and finally uses kernel density estimation,Markov chain transfer probability matrix,Dagum Gini coefficient,coefficient of variation and spatial convergence model to reveal the spatiotemporal evolution,regional differences and convergence characteristics of the level of business environment in urban agglomerations in China.The results go as below:The level of business environment in the ten major urban agglomerations shows a small increase and a significant gradient distribution.Human resources,public services and government services have been greatly improved,but financial services,market environment and innovation services are still insufficient.In terms of spatiotemporal evolution,the level of business environment in urban agglomerations generally shows a unipolar feature and gradient distribution trend,and regions with high-quality business environment play an obvious demonstration and leading role.In terms of regional differences,the overall level of business environment in urban agglomerations in China is quite different,and inter-regional differences are the main source.In terms of convergence,the level of business environment in urban agglomerations shows small amplitude σ convergence,significant spatial absolute β convergence and significant spatial conditional β convergence.
