摘 要:为加快新质战斗力生成,聚焦完善军事科技人才评价体系,瞄准新质战斗力生成链路中的战略指导、理论研究、科技创新、人才培育、装备建设、实战训练等关键要素,分析军事科技人才需要具备的深刻的战略领悟力、扎实的理论建构力、强烈的创新内驱力、敏锐的知识学习力、高效的成果产出力、持续转化为战斗力等能力需求。构建军事科技人才新质战斗力生成潜力评估体系,细化评估方法框架,为选人、育人、用人提供价值标准和理论方法支撑。In order to accelerate the new quality combat effectiveness generation,this paper focused on improving the military S&T talent evaluation system;aimed at key factors of new quality combat effectiveness generation chain,such as strategy guidance,theoretical research,S&T innovation,equipment building and combat training.Military S&T talent must be equipped with profound strategic understanding,solid theoretical ability,strong drive for innovation,great learning ability,and high efficiency in turning out outcomes and turning them into combat effectiveness.In view of this,an evaluation system that measures military S&T talent’s potential in generating new quality combat effectiveness is developed,with refined methods and framework,to provide the standards and theoretical basis for the selection,cultivation and employment of talent.
