摘 要:基于对军队高层次创新型科技人才的概念与创新能力考察结构的分析,通过专家访谈、问卷调查等方法,设计适应我军新时期人才发展的军队高层次创新型科技人才评价指标体系,并根据调查结果,统计人才评价指标重要性排序并总结其特点规律,为军队高层次创新型科技人才的评价、选拔、培养,以及军队人才质量和水平、潜力变化特点与差距评估等提供依据和支撑。通过提高人才培养质量,着力造就军队高层次创新型科技人才队伍,有助于提升国防科技自主创新能力,为建成世界一流军队提供根本保障。The concept of high-level innovative scientific and technological talents in the military and the inspection structure of their innovation capabilities are analyzed.An evaluation indicator system for high-level innovative scientific and technological talent in the military is designed through expert interviews,questionnaires and other methods,particularly to cater to the needs of talent development in the new era.Based on the survey results,the evaluation indicators are prioritized and their patterns summarized.The purpose is to provide the basis and evidence for the evaluation,selection,and training of high-level innovative scientific and technological talent in the military,as well as for the assessment on the quality and level of military talent,their potential changes,and gaps.Only by improving the quality of talent training and making great efforts to foster high-level innovative scientific and technological talent can we bolster the enhancement of the independent innovation capabilities in national defense science and technology,and provide the fundamental guarantee for building a world-class military.
