摘　　要：美国海岸警卫队是美国的海上执法力量。通过梳理美国海岸警卫队最新战略文件与2024财年预算提案,解读其2024财年战略重心与相关重要措施。由于美国面临的国内外形势发生重要变化,美国海岸警卫队新预算紧紧围绕“改进总体劳力资源、提高竞争优势、提升卓越能力”三大目标展开,其中因国内劳动力市场的恶化,美国海岸警卫队对人事方面的重视显著提升。新预算中,在极地地区的预算增加也是对拜登政府发布的《国家安全战略》报告中对于极地地区的战略规划做出响应。The U.S.Coast Guard is the maritime law enforcement force of the United States.Its latest strategic documents and its budget request for fiscal year 2024 are reviewed and analyzed to understand its strategic priorities and related important measures for fiscal year 2024.It is found that due to important changes in the domestic and foreign situations faced by the United States,the new budget of the U.S.Coast Guard is closely centered on three major goals:transforming total workforce,sharpening competitive edge,and advancing mission excellence.Among them,workforce is given obviously more attention given the deteriorating domestic labor market.In addition,the larger proportion of the new budget allocated for the polar regions is a response to the strategic planning for the polar regions in the U.S.National Security Strategy released by the Biden administration.
