新乡贤组织参与乡村协商治理的类型学研究——基于治理嵌入和协商能力的分析维度

摘　　要：作为新时代乡村治理共同体建设与基层协商民主的重要实践主体,新乡贤组织参与乡村协商治理表现出了独有的治理特征与差异化的模式结构。基于结构二重性视角,提取治理嵌入和协商能力两个分析维度,可以将其参与模式分为“共治型”“自治型”“协治型”“辅治型”四种类型,并可以通过相应的实践案例予以验证。由于结构性要素与能动性要素的相互转换,新乡贤组织参与乡村协商治理的模式类型可形成一种开放性的互动结构关系。为适应基层治理的复杂性和多元性,提升新乡贤组织参与的治理效能,新乡贤组织参与乡村协商治理应当致力于实现在不同治理场域、不同协商功能下的“分类协商”,以期深入推进基层协商民主建设的精准化与精细化。As an important practical entity in the construction of rural governance communities and grassroots consultative democracy in the New Era,the participation of new rural elite organization in rural consultative gov⁃ernance demonstrates unique governance characteristics and differentiated mode structures.On the basis of the perspective of structural duality,this article extracts two analytical dimensions-governance embedding and consultation capacity-through which the participation patterns can be classified into four types,i.e.“co-gov⁃ernance”,“self-governance”,“consultative governance”,and“auxiliary governance”,which can be verified in corresponding practical cases.Due to the interconvertibility between structural elements and active elements,the models of the participation of new rural elite organization in rural consultative governance can form an open,interactive structural relationship.To adapt to the complexity and diversity of grassroots governance and to en⁃hance the governance effectiveness of the participation of new rural elite organization,the participation of new rural elite organization in rural consultative governance should focus on achieving“classified consultation”un⁃der different governance contexts and different consultation functions,in order to further promote the precision and refinement of the construction of grassroots consultative democracy.
