摘  要:对广东省某稀土分离企业迁建项目的环境影响评价报告书进行了审查,通过酸碱衡算发现项目所用物料酸碱用量不匹配,碱用量少于酸意味着废水处理pH不达标;废水排放水质满足(GB 26451-2011)的要求,但(GB 26451-2011)对盐排放没有规定,而污水受纳体为农灌用,故要求外排废水含盐量不大于1 g/L;对含放射性较高的废水要求在车间处理,车间废水处理产生的沉淀渣和酸溶车间产生的酸溶渣中238 U、232 Th含量如超过1 Bq/g,须按伴生放射性固体废物进行处置。The environmental impact report of the relocation project of a rare earth separation enterprise in Guangdong Province was reviewed.Through acid-base balance calculation,We found that the acid-base consumption of the materials used in the project did not match,and the alkali consumption was less than acid,which meant that the pH of wastewater treatment was not up to standard;The quality of wastewater discharge meets the requirements of GB 26451-2011,but GB 26451-2011 has no provisions on salt discharge,and the wastewater receiving body is for agricultural development,so the salt content of discharged wastewater is required not to be greater than 1 g/L;The wastewater with high radioactivity needs to be treated in the workshop.The content of 238 U and 232 Th in the precipitated slag from the wastewater treatment workshop and the acid soluble slag from the acid soluble workshop exceeds 1 Bq/g,which should be disposed according to HJ 1114-2020.
