摘　　要：本文深入分析了欧盟与俄罗斯在起重机产品准入认证方面的法律框架、技术标准及其实施流程,探讨了欧盟汽车产品准入体系,重点介绍了CE认证、型式认证程序,以及车辆安全性、环保性能和能效等技术标准。本文详细阐述了俄罗斯市场的准入认证体系,包括GOST-R和EAC认证,分析了TR CU 018/2011《车轮车辆安全》法规与俄罗斯特有的国家标准GOST体系,比较了两大市场在法规要求、认证程序与技术标准上的异同,并展望了未来的发展趋势,特别是欧盟和俄罗斯在应对新能源汽车和自动驾驶技术方面的法律更新。This paper analyzes the legal framework,technical standards and implementation process of crane product access certification in the EU and Russia,and discusses the EU's automotive product access system,focusing on CE marking,type approval procedures,and technical standards including vehicle safety,environ-mental performance and energy efficiency.This paper describes in detail the Russian market access certification system,including GOST-R and EAC certification,analyzes the TR CU 018/2011"Wheeled Vehicle Safety"regulation and Russia's unique national standard GOST system,compares the similarities and differences between the two markets in terms of regulatory requirements,certification procedures and technical standards,and looks forward to the future development trend,especially in the response to the European Union and Rus-sia.It also looks at future trends,especially the legal updates in the EU and Russia in response to new energy vehicles and autonomous driving technologies.
