制度型开放与国际贸易利益:基于跨境电商的经验研究

摘　　要：文章基于中国在跨境电商领域推进制度型开放的举措,量化评估制度型开放对国际贸易利益的影响及其作用机制。研究表明:跨境电商发展使中国国际贸易利益规模扩大,这种效应对国际贸易基础薄弱城市和跨境物流效率较高城市更为显著。机制分析发现,跨境电商通过在供给端强化现有比较优势、在需求端提升消费效用而扩大贸易利益。拓展分析发现,跨境电商对行业平均劳动生产率和进口产品种类均具有显著提升效应,但对降低企业成本加成率尚未产生显著影响;跨境电商能够强化现有比较优势,但对塑造地区潜在比较优势尚未产生显著影响;跨境电商与“一带一路”倡议、自由贸易试验区等制度型开放举措具有显著联动效应。Based on China's measures to promote institutional opening up in the field of cross-border e-commerce,this paper quantitatively evaluates the impact and mechanism of institutional opening up on international trade benefits.The research shows that the development of cross-border e-commerce expands the scale of China's international trade benefits and this effect is more significant in the cities with weak international trade foundation and the cities with high cross-border logistics efficiency.Mechanism analysis reveals that cross-border e-commerce expands trade benefits through strengthening the existing comparative advantages on the supply side and enhancing the consumption utility on the demand side.Extended analysis indicates that cross-border e-commerce has a significant improvement effect on the average labor productivity of the industry and the types of the imported products,but has not yet had a significant impact on the reduction in the markup ratio of the enterprises;cross-border e-commerce can enhance the existing comparative advantages,but it has not yet had a significant impact on the shaping of the potential comparative advantages of the region;there is a significant linkage effect between cross-border e-commerce and the institutional opening up measures including the Belt and Road Initiative and pilot free trade zone.
