摘　　要：海南省作为国际游艇运动的热门目的地,境外游艇未经许可擅自进入海南口岸或内水的事件越来越多,给口岸管理和海事安全监管带来了挑战。通过典型案例,梳理境外游艇未经许可进入海南港口或内水事件的原由,分析存在问题,提出有关加强宣传教育、提升风险防控意识、建立协同机制、完善制度建设等系列性建议,旨在探讨应对类似挑战的思路和方法。Hainan Province,a popular destination for international yachting,has seen an increasing number of incidents involving the entry of foreign yachts into Hainan ports or internal waters without permission,posing challenges to port management and maritime safety administration.Based on a study of typical cases,this paper summarizes the root causes of unauthorized entry of foreign yachts into Hainan ports or internal waters,reveals the existing problems,and puts forward a series of recommendations,including strengthening publicity and education,enhancing risk prevention awareness,establishing coordination mechanisms,and improving legal construction,aiming at exploring ways and methods to address similar challenges.
