摘　　要：近年来,随着我国经济社会的高速发展,工业化和城市化进程不断加快所导致的土壤环境污染问题日益加剧,土壤污染防治与土地开发建设进度之间的矛盾日益突出,土壤生态环境面临的严峻形势给管理部门的监管效能带来巨大考验和挑战。加强土壤环境监管,补齐短板,全面提升土壤环境监管能力,对于有效落实土壤环境保护与污染防治措施,改善土壤生态环境,保障农产品质量和人居健康环境安全,推进治理体系和治理能力实现现代化具有重要意义。本文主要介绍了当前土壤环境监管面临的新形势、新机遇,探讨并分析了土壤环境监管主要存在的问题,梳理并总结了土壤环境监管与污染防治的相关优化对策,以期为土壤环境监管相关从业人员提供参考和实践经验,进一步引起对土壤环境监管和污染防治问题的关注,并促进土壤生态环境保护工作取得积极成效。In recent years,with the rapid development of Chinese economy and society,the accelerating process of industrialization and urbanization has led to increasing soil environmental pollution problems,and the contradiction between soil contamination prevention and land development and construction progress has become increasingly prominent.The severe situation facing the soil ecological environment has brought great tests and challenges to the effi ciency of supervison and administration of the goverment.Strengthening soil environmental supervision and administration,making up for shortcomings,and comprehensively improving soil environmental supervision capacity are of great significance for effectively implementing soil environmental protection and pollution prevention and control measures,improving the soil ecological environment,ensuring the quality of agricultural products and the health and environmental safety of human settlement,and promoting the modernization of governance systems and governance capabilities.This paper mainly introduced the new situation and opportunities facing the current soil environmental supervision and administration,discussed and analyzed the main existing problems of soil environmental supervision,sorted out and summarized the relevant optimization countermeasures of supervision and administration on soil environment protection and pollution prevention,in order to provide references and practical experience for the practitioners of soil environmental supervision and administration on pollution prevention and control,and further arouse the attention of soil environmental s upervision and pollution prevention.And promote the soil ecological environment protection work achieved positive results.
