摘　　要：21世纪是生命科学的新时代,实验动物已成为生命科学研究相关各个领域中不可或缺的基本条件。然而,我国实验动物福利起步比较晚,关于实验动物福利的普及工作和立法的滞后性也较为明显。论文通过查阅国内外相关文献、法律法规及相关标准,分析归纳了多年实际工作中发现的实验动物福利相关的诸多问题。针对目前国内实验动物福利存在的问题,提出了加强动物福利相关制度的建设,重视实验动物福利的教育和培训,提高实验动物的饲养管理水平并改善运输条件,实验人员遵循实验动物的3R原则等相关措施,可推动人类建立正确的价值观,在心灵深处塑造对实验动物福利的理解和道德认知,从而使我国的实验动物福利与国际标准相一致。The 21st century is a new era of life science,and experimental animals have become an indispensable basic condition in all fields related to life science research.However,experimental animal welfare of China started relatively late,and the popularization of experimental animal welfare and the lag of legislation are also obvious.By consulting relevant literature,laws and regulations and relevant standards at home and abroad,this paper analyzed and summarized many problems related to the welfare of experimental animals found in practical work for many years.In view of the problems existing in the welfare of laboratory animals in China,some measures were put forward to strengthen the construction of the relevant system of animal welfare,attach importance to the education and training of laboratory animal welfare,improve the level of feeding and management of laboratory animals,improve the transportation conditions,and follow the 3R principle of laboratory animals.It can promote the establishment of correct values of human beings,and shape the understanding and moral cognition of experimental animal welfare in the heart,so that China's experimental animal welfare is consistent with international standards.
