林业高质量发展背景下黔南州政策性森林保险运行现状与对策分析

摘　　要：自2014年黔南州政策性森林保险工作正式实施以来,公益林,商品林的参保面积、保费收入连年稳步提高,森林保险的投保和理赔模式不断创新,承保和理赔的优化程序也不断完善。但也存在理赔查勘定损复杂、林农参保意愿不够积极、森林保险发展不均衡、产品创新不够与风险保障不科学、县级财政压力过大难以落实资金匹配等问题。因此,建议通过优化财政补贴方式,促进保险均衡发展;加强保险培训宣传,提升林农参保意愿;加大保险保额水平,科学执行风险区划;充实保险产品项目,扩大保险保障;完善考评激励机制,提高森林承保面积,助推乡村振兴和农业农村现代化步伐,推动黔南州森林保险达到林业高质量发展水平。Since the official implementation of policy based forest insurance in Qiannan prefecture in 2014.The insured area and premium income of public welfare forests and commercial forests have increased steadily year by year.The insurance and claim models of forest insurance have been continuously innovated,and the optimization procedures of insurance claim settlement have also been continuously improved.However,there are also complex claims,investigation and loss assessment,thus forest farmers are not willing to participate in insurance;Forest insurance development is uneven,insufficient product innovation,and unscientific risk protection;There are problems such as excessive financial pressure at the county level and insufficient financial resources in grassroots departments.Therefore,it is recommended to optimize the fiscal subsidy methods to promote balanced development of insurance,strengthen insurance training and publicity to enhance the wilingness of forest farmers to participate in insurance,increase the level of insurance coverage and scientifically implement risk zoning,enriching insurance product projects and expand expanding insurance coverage,improve the evaluation and incentive mechanism,increase the coverage area of forest insurance,promote rural revitalization and modernization of agriculture and rural areas and promote the high-quality development of forest insurance in Qiongnan Prefecture.
