水土保持区域评估中土石方平衡及措施探讨

摘　　要：根据《中华人民共和国水土保持法》《水利部关于进一步深化“放管服”改革全面加强水土保持监管工作的意见》(水保[2019]160号)要求,各类开发区建设推行水土保持区域评估。开发区具有区域面积大、区域内分布单元较多、施工时段跨度较大等特点。以祁县经济开发区为例,从水土保持角度,探讨开发区范围内土石方平衡机制及防护措施,包括建立健全土石方调运机制,统筹考虑全区土石方调运;建立临时堆土场地的防护体系,减少水土流失。According to the requirements of the Law of the People′s Republic of China on Soil and Water Conservation and the Opinions of the Ministry of Water Resources on Further Deepening the Reform of“Delegating Power,Regulating and Service”and Comprehensively Strengthening the Supervision over Soil and Water Conservation(No.160,2019),the regional assessment of soil and water conservation is implemented in the construction of various development zones.The development zone has the characteristics of large area,more distribution units and large span of construction period.This paper takes qixian economic development zone as an example,from the perspective of soil and water conservation,discusses the mechanism of earthwork and stone balance and protection measures.It includes establishing and improving the earthwork transportation mechanism,considering the earthwork transportation in the whole region;establishing the protection system of temporary soil storage site to reduce soil erosion.
