节能监察实践现状、存在问题及对策研究

摘　　要：节能监察作为深入贯彻落实节能法律法规、稳妥推进碳达峰碳中和进程和实现生态文明建设的重要抓手,在经济社会发展中的作用和地位日趋凸显。但由于部分地区的企业节能意识淡薄、节能监察体系不健全、监察队伍建设滞后,节能监察工作的作用发挥存在明显不足。本文从节能监察工作发展历程出发,结合菏泽市节能监察工作开展实际,分类总结当前节能监察实践遇到的困难,深入剖析问题根源,重点从健全节能监察法律体系、完善节能标准、创新监察方式等方面探索寻求解决之道。As an important means to thoroughly implement energy conservation laws and regulations,steadily promote the process of carbon peaking and carbon neutrality,and achieve ecological civilization construction,energy conservation supervision is playing an increasingly prominent role and status in economic and social development.However,due to regional differences in various places,some local enterprises have weak energy conservation awareness,an incomplete energy conservation supervision system,and lagging construction of supervision teams.The development of energy conservation supervision work is unbalanced,and there are obvious deficiencies in its role.Starting from the development process of energy conservation supervision work and combining with the actual development of energy conservation supervision work in He1ze City,this paper classifies and summarizes the difficulties encountered in the current process of energy conservation supervision,deeply analyzes the root causes of the problems,and focuses on exploring and seeking solutions to the problems from aspects such as improving the energy conservation supervision legal system,perfecting energy conservation standards,and innovating supervision methods.
