女性参与基层协商民主的数量代表如何影响实质代表——基于实地实验数据的分析

摘　　要：协商民主强调公平审慎的公共对话,但在实践中常面临性别不平等问题。对此诸多学者从女性数量代表出发寻求化解路径,但数量代表的实际有效性备受争议。女性在基层公共协商中的数量代表能否真正推进实质代表水平?如果能,数量代表是如何发挥作用的?围绕此,以温岭财政预算民主恳谈会为例,运用实地实验方法,从过程维度探析女性数量代表作用及作用机制。研究发现,基层公共协商中女性数量代表对互动行为和女性利益表达都有显著积极作用,并连同发言规则、权威干预两个调节变量,构成协商过程中影响女性实质代表的整体作用机制,这对协商民主实践机制建设具有启示意义。Deliberative democracy emphasizes fair and deliberative public conversation,but often faces gender inequality in practice.Many scholars seek resolutions from the women’s descriptive representation.However the effectiveness of descriptive representation in actual operation is controversial.Can the descriptive representation of women truly promote their substantive representation in local public deliberation?If so,how does it work?Regarding these questions,we took the Wenling Budget Democratic Conference as an example.Through field experiments,we analyzed the effects and mechanisms of descriptive representation of women from the process dimension.The research findings indicate that women’s descriptive representation in local public deliberation has a significant positive effect on their interactive behaviors and expression of women’s interests.At the same time,the descriptive representation,combined with moderating variables including speaking rules and authoritative intervention,forms an overall mechanism that influences the substantive representation of women in the deliberative process.
