摘　　要：发展智慧健康养老产业是深入实施健康中国战略和积极应对人口老龄化的重要路径之一,也是推动经济发展和改善民生的重要方式。当前,智慧健康养老产业发展既面临国内养老产业市场需求庞大、长期护理保险试点深化、科技创新为产业发展奠定坚实基础等机遇,也面临供需矛盾突出、产业核心竞争力不强、生产要素匮乏等挑战,应把握智慧健康养老产业的内在特征,统筹规划、精准施策。为此,要充分发挥教育、人才、科技的基础性和战略性支撑作用,以新一代信息技术和数据要素融合支撑智慧健康养老产业高质量发展。要以老年群体需求为导向,以科技创新为核心推动,以要素融合为关键路径,以人才培养为首要任务,以体制机制构建为根本,驱动智慧健康养老产业高质量发展,更好地应对人口快速老龄化带来的挑战。Developing smart health care for the elderly is one of the important paths to deeply implement the Healthy China initiative and actively respond to population aging.Moreover,it is an important way to promote economic development and improve people's livelihoods.At present,the development of smart health care for the elderly in China faces both opportunities and challenges.The opportunities include the huge domestic market demand,improved consumption willingness and paying capacity for elderly care products and services by the deepening of long-term care insurance pilot projects,and the solid foundation laid by technological innovation for industrial development.The challenges include supply-demand contradictions,weak core competitiveness of the industry,and lack of factors of production.The government should coordinate the planning and implement precise policies on the basis of grasping the inherent characteristics of the smart health care for the elderly.To this end,China should fully leverage the fundamental and strategic support roles of education,talent,and technology and integrate cutting-edge information technology with data to support the high-quality development of this industry.The high-quality development of smart health care for the elderly should be promoted with the needs of the elderly as the orientation,technological innovation as the core driving force,integration of factors of production as the key path,talent cultivation as the primary task,and system and mechanism building as the foundation,thus responding to the challenges brought by the rapid population aging.
