摘 要:输水工程沿途常常需要跨越多条河道,随着全球气候变化、极端天气频发、自然环境的变迁及沿线人类活动的影响,多年运行的输水工程交叉河道外部边界条件可能会与初步设计时相比发生变化,工程与河道交叉部位面临新的防洪风险。为分析常年运行的输水工程交叉河道防洪安全,通过核查表法,对南水北调中线干线工程(北京段)交叉建筑物所在河道进行防洪风险分析,对降低防洪风险管控措施开展研究。结果表明:南水北调中线干线工程(北京段)交叉河道防洪风险中,管理因素及工程因素风险较低,洪水是防洪风险的决定性因素,建议从工程措施及非工程措施两方面采取应对措施。Water diversion projects often need to cross multiple rivers along their routes.The external boundary conditions of the cross-river sections along long-running water diversion projects may change compared to the initial design because of the influence factors from the global climate change,the increasing frequency of extreme weather events,changes in the natural environment,and the impact of human activities along the route.These cross-river sections face new flood risks.In order to analyze the flood safety of the cross-river sections along long-running water diversion projects,a flood risk analysis of the crossriver structures was conducted using a checklist method according to the situation of the Beijing section from the middle route of South-to-North water diversion project.Research was also carried out on measures to reduce and control flood risks.The results indicated that for the cross-river sections of the middle route South-to-North water diversion of project(Beijing section),the risks related to project management and engineering factors were relatively low,while flood events were the decisive factor in determining flood risk.It is recommended that both engineering and non-engineering measures should be taken to address these risks.
