广东省耕地保护经济补偿机制优化探讨

摘　　要：完善耕地保护经济补偿机制对于平衡相关主体的利益配置关系,增强耕地保护相关主体的动力,具有重要意义。文章在界定耕地保护经济补偿内涵和梳理省级耕地保护经济补偿机制构建要点的基础上,对广东省耕地保护经济补偿的补偿方式、实施效果及存在的不足进行了分析。结合以上分析,立足于广东省耕地保护实施管理需求,提出广东省耕地保护补偿机制优化建议:①在现有永久基本农田保护经济补偿制度基础上,建立耕地保护普惠性经济补偿制度;②建立基于义务共担的耕地保护义务代保经济补偿机制;③建立永久基本农田补划经济补偿制度和易地补划补偿机制;④建立耕地“进出平衡”跨区域调剂经济补偿机制;⑤衔接国家关于耕地保护与粮食安全责任制考核、田长制考核等考核制度,优化省级考核激励制度。Improving the economic compensation mechanism of arable land protection is of great significance for balancing the interest allocation relationship of relevant subjects and enhancing the motivation of relevant subjects of arable land protection.Based on defining the connotation of economic compensation for arable land protection and sorting out the main points of the construction of provincial economic compensation mechanism for arable land protection,the paper analyses the compensation methods,implementation effects and existing shortcomings of economic compensation for arable land protection in Guangdong province.Combined with the above analysis,based on the needs of the implementation and management of arable land protection in Guangdong province,the paper puts forward the optimization suggestions of the compensation mechanism for arable land protection in Guangdong province:①Establish an inclusive economic compensation system for arable land protection based on existing economic compensation system for permanent basic farmland protection.②Establish an obligatory insurance economic compensation system for arable land protection based on shared obligations.③Establish economic compensation system for permanent basic farmland replenishment and the compensation mechanism for relocation replenishment.④Establish an economic compensation mechanism for transregional transfer of arable land"in-out balance".⑤Optimize the provincial assessment and incentive system by linking up with national assessment systems for arable land protection and food security responsibility system and field manager system.
