高校异地校区的空间布局与分类调控——基于“距离—效益—政策”分析框架

摘  要:高校异地校区与主校区间的空间差异,导致办学成本和效益的差异。在特定空间节点中,主校区资源保障能力、属地支持能力和距离阻力三种力量叠加所形成的办学净效益的高低,是决定异地校区设置科学性、合理性高低的根本因素。理性决策者将会选择办学净效益最大化的区位作为异地校区空间布局的最优点。空间距离对办学活动的阻碍作用未能被有效根除或缓解,导致办学成本过高、办学净效益较低,是某些异地校区陷入发展困境的现实原因。高校异地校区分类调控的政策措施包括:要结合距离、效益等因素分类施策,严格清理和控制跨省异地校区,以“国家统领、省级统筹、地市支持、高校落实”的思路,促进省内异地校区规范化、高质量发展。The difference in spatial distance between non-local campuses of universities and the main campus leads to differences in educational costs and benefits.The net benefit of running a school formed by the combination of the main campus resource guarantee capacity,territorial support capacity,and distance resistance in a specific spatial node is the fundamental factor determining the scientific and rational level of setting up a remote campus.Rational decision-makers will choose the location that maximizes the net benefits of education as the optimal spatial layout for non-local campuses.The hindering effect of spatial distance on educational activities has not been effectively eradicated or alleviated,resulting in high educational costs and low net benefits.This is a practical reason why many non-local campuses are trapped in limited development.We should classify and implement policies based on factors such as distance and benefit,strictly clean up and control cross provincial and cross regional campuses,and promote the standardization and high-quality development of cross provincial campuses with the concept of“national leadership,provincial coordination,support from local cities,and implementation by universities”.
