摘  要:本文提出了一种基于专利数据分析的区域产业导航分析框架,在非专利情报难以获取的情况下,该分析框架在基层的可操作性较强,能够满足政府、园区决策的参考需要。本文以湖南硬质合金产业为例,运用该分析框架,发现湖南硬质合金产业专利申请规模与产业市场规模相符,产业专利储备量大,但与广东、江西和江苏相比,近年发展有所放缓。国外重点创新主体专利控制力强,省内创新主体株洲硬质合金集团的专利布局意识积极,专利管理水平较高,但海外专利布局有待加强,整体上湖南创新主体在进入全球市场的过程中仍面临诸多挑战与障碍。This paper presents a regional industrial navigation analysis method based on patent data analysis.In the case of non-patented information difficult to obtain,this analysis method has strong operability in ordinary institutions and can meet the reference needs of government and park decisionmaking.This article takes Hunan cemented carbide industry as an example.It is found that the patent application scale of Hunan cemented carbide industry is consistent with the scale of the industrial market,and the reserve of industrial patents is large.Compared with Guangdong,Jiangxi and Jiangsu provinces,the development of Hunan Province has slowed down in recent years.Foreign key applicants have strong patent control.The patent layout awareness of Zhuzhou Cemented Carbide Group,one of the applicants in Hunan,is positive,its patent management level is high,but overseas patent layout needs to be strengthened.Overall,Hunan innovation entities still face many challenges and obstacles in the process of entering the global market.
