以多元供给推进托育服务体系建设——基于对G省托育机构及其政府管理部门的实地调研

摘　　要：既有托育服务研究的实证材料多取自服务终端,从市场供需、服务满意度或政策落地等视角进行对策建议分析,缺乏从服务供给的溯源与动力视角展开的研究。应加强托育服务供给视角的研究,让政策制定者(政府)与服务提供者(托育机构)发声,发现服务供给方面存在的问题,从源头上予以解决。针对我国托育服务发展现状及普遍性问题,本文以G省为案例,通过与政府管理部门展开座谈,并对托育机构进行问卷调查和参与观察,发现该省的托育服务供给在托位数量、政策支持、从业人员队伍建设方面存在发展瓶颈。在借鉴国外相关政策与服务经验的基础上,G省乃至全国各地应以多元供给的理念增加服务供给、强化政策供给、促进人力资源供给,推进托育服务体系建设。The empirical materials of previous research on childcare service were mostly taken from service terminals,and an analysis of this issue was carried out from the perspectives of market demand,service satisfaction,and policy implementation.However,there is a lack of research from the perspective of traceability and motivation of service supply.Research from the perspective of childcare service supply should be strengthened so that policy makers(government)and service providers(childcare institutions)can express their views,discover problems in service supply,and address them at their roots.In view of the current situation and common problems of childcare services in China,this study takes G Province as a case study.Through discussions with government management departments,questionnaire surveys and participant observation of childcare institutions,it is found that the supply of childcare services in this province is faced with insufficient childcare beds,inadequate policy support,and a shortage of skilled employees.Drawing on insights from relevant policies and service experiences at home and abroad,G Province,and even other provinces in China,are encouraged to improve service supply,strengthen the policy supply,and promote the supply of human resources with the concept of diversified supply,thereby expediting the development of the childcare service system.
