摘　　要：乡村风貌是地域特色、人文历史、乡韵乡愁的重要载体,乡村风貌建设是促进宜居宜业和美乡村建设的应有之义,是保护传承传统历史文化的必要之举。本研究以精准扶贫首倡地——湘西十八洞村为例,从特色提炼、要素管控、实践应用等方面探索了全要素覆盖、全过程统筹的村级乡村风貌管控路径,为乡村地域特色有效识别和永续利用提供参考,并为传统村落“在地性”“原真性”保护与传承提供依据。在特色提炼层面,从环境风貌、布局风貌、建筑风貌三个方面梳理风貌资源,凝练风貌特征;在要素管控层面,提出“通则管控+特色指引+负面清单”层层递进、刚弹性结合的乡村风貌要素管控体系;在实践应用层面,探究各层级规划内容中风貌管控的具体内容,各阶段建设过程中风貌管控的的具体效能,各主体参与行为中风貌管控的具体分工。The rural landscape is an important carrier of regional characteristics,humanistic history,and nostalgia,and the construction of rural landscape is necessary for the promotion of livable and beautiful villages and the protection and inheritance of traditional history and culture.Taking Shibadong Village in western Hunan as an example,this study explores the path and system of village-level rural landscape control with full coverage of elements and wholeprocess integration from the aspects of feature refinement,element control,and planning application,to provide references for the effective identification and sustainable utilization of rural regional features,and to provide a reference for the locality and nostalgia of traditional villages.It also provides a reference for the effective identification and sustainable utilization of rural regional characteristics.It provides the basis for the protection and inheritance of locality and originality of traditional villages.At the level of feature refinement,we have sorted out the landscape resources and condensed the landscape features from three aspects,namely,environmental landscape,layout landscape,and architectural landscape;at the level of element control,we have proposed a progressive and rigid-elastic combination of rural landscape element control systems,namely,general rules control,feature guidelines,and negative list;at the level of the planning application,we have explored the specific contents of landscape control in the planning content of each level.At the level of the planning application,it explores the particular content of landscape control at each level of planning,the specific effectiveness of landscape control at each stage of construction,and the specific division of labor of landscape control in the behavior of each subject.
