摘　　要：生态文明贯穿中国式现代化全过程,准确把握现代化与生态文明之间的关系是新时代建设生态文明的重要基础,1949年以来,中国的生态环境政策大体经历了绿化祖国、环境保护、三生空间、生态文明四个阶段,走出了一条不同于西方的生态文明之路,呈现出从单项政策、制度建设到国家战略的三大特征,生态环境治理已经成为实现高质量发展的重要抓手。从“发展中保护”到“保护中发展”以及从“环境管理”到“生态治理”发展道路转型,推动了生态环境治理格局的演变,体现了人的物质生活需求与生态环境需求协调的根本诉求。进入新发展阶段,需要明确生态环境治理的内涵与新要求,让生态正义与资源平等贯穿生态环境治理全过程,推进全球生态多元治理和整体保护,以实现可持续发展。The concept of ecological civilization is integral to the entire process of Chinese-style modern1zation.A precise understanding of the relationship between modernization and ecological civilization is fundamental to building an ecological civilization in the new era.Since 1949,China's ecological and environmental policies have evolved through four distinct stages:greening the motherland,environmental protection,the three living spaces,and ecological civilization.This evolution has resulted in a unique path to ecological civilization,differing from Western approaches,and characterized by three major features:transitioning from individual policies to institutional frameworks,and finally to national strategies.Ecological and environmental governance has become a crucial tool in achieving high-quality development.The shift from“protection within development”to“d evelopment under protection,”and from“environmental management”to“ecological governance”,has driven the transformation of ecological and environmental governance practices.This evolution reflects the essential demand for harmonizing people's material needs with their ecological and environmental needs.As China enters a new phase of development,it is imperative to clarify the connotations and emerging requirements of ecological and environmental governance.This includes ensuring that ecological justice and resource equity permeate every aspect of governance,while also advancing diversified global ecological governance and holistic protection.These efforts are essential to achieving sustainable development.
