摘　　要：乌克兰危机深刻影响着欧洲和国际能源市场,引发美国、法国、英国等国家核电政策法规调整的连锁反应,主要核电大国调整核电技术安全政策法规,新兴核电国家推出核电激励政策,探索多领域应用。随着全球各国核电政策法规的调整,多元法律主体、数字技术等新型法律要素融入相关国家核电政策体系和法律条文,核电项目法律关系更为多样,我国核电“走出去”法律风险要素更趋复杂,对我国核电内外政策联动、制度供给与法律保障体系提出了新要求。为应对全球核电政策法规调整后的新机遇与挑战,我国应从制度设计、配套政策支持及法律风险防控机制构建入手,为高质量参与全球核电合作提供政策法规保障,助力打造核电“走出去”中国式现代化实践样板。The Ukraine crisis has profoundly impacted the European and international energy markets,leading to a chain reaction of adjustments in nuclear energy policies and regulations in countries such as the United States,France,and the United Kingdom.The major nuclear power countries update their nuclear technology safety policies and regulations to expand their global markets.Emerging nuclear nations are introducing incentive policies for nuclear power to explore its application in various fields.Global nuclear energy policies and regulatory frameworks are undergoing adjustments,diverse legal entities and new types of legal elements such as digital technology are integrated into the nuclear policy systems and legal provisions of relevant countries.The legal relationships associated with nuclear power projects are more diverse,the legal risk factors associated with China's nuclear power"going global"are more complex,raises new requirements for the linkage of domestic and foreign policies,comprehensive institutional supply,and legal guarantee systems for China's nuclear power industry.To address the new opportunities and challenges under the global changes in nuclear power policy and regulation,China should approach from the perspectives of institutional design,support from complementary policies,and the construction of legal risk prevention and control mechanisms,to provide policy and regulatory safeguards for high-quality participation in global nuclear power cooperation,and create a Chinese modernization practice model for the"going global"of nuclear power.
