On the Underlying Logic of the Relationship Between Public Finance and Finance

摘　　要：财政与金融的关系不断变化,其底层逻辑也变了,用传统理论已经难以阐释新的现象,财政与金融的关系亟需重新认识。本文尝试以公共风险的新范式和新认知,探讨财政与货币的关系、财政政策与货币政策的关系以及财政与央行的关系。全文分为三个部分,一是从理论层面探讨财政与货币的关系,二是从政策与实践层面研究财政政策与货币政策的关系,三是基于国际实践和国际比较来阐释财政与央行的关系。这三个层面是宏观经济治理中的基本问题,对这三个层面关系的理解和认识,是宏观经济治理效能提升的前置条件。The relationship between public finance and finance is constantly changing,and its underlying logic has also changed.Traditional theories are no longer able to explain new phenomena,and the relationship between public finance and finance urgently needs to be rediscovered.This paper attempts to explore the relationship between public finance and money,the relationship between fiscal policy and monetary policy,and the relationship between public finance and central banks through a new paradigm and a new understanding of public risk.The paper includes three parts:firstly,exploring the relationship between public finance and money from a theoretical perspective;secondly,studying the relationship between fiscal policy and monetary policy from the perspective of policy and practice;thirdly,interpreting the relationship between public finance and central banks based on international practice and comparison.These three levels are fundamental issues in macroeconomic governance,and understanding and recognizing their relationship is a prerequisite for improving the effectiveness of macroeconomic governance.
