摘　　要：目的:剖析我国医学科技成果转化的政策文本在政策工具、参与主体和政策力度上的均衡性。方法:收集我国医学科技成果转化的政策文件,采用内容分析法进行政策条目三维交叉分析。结果:供给型和环境型政策工具运用频繁,需求型政策工具运用相对不足,对不同参与主体的关注度不均。三类政策工具的政策平均力度变化相对均衡,但各子工具的政策平均力度变化幅度较大,政策总力度和政策数量在2022年达到顶峰。结论:优化医学科技成果转化政策工具运用的均衡性,关注政策的系统性和适应性。重视多元参与,强化医疗机构在成果转化中的重要作用。Objective To analyze the balance of policy text of transformation of medical science and technology achievements in China in terms of policy tools,participating subjects and policy strength.Methods Policy documents on the transformation of medical scientific and technological achievements in China were collected,and a three-dimensional cross-analysis was conduc-ted on policy entries by using content analysis method.Results Supply-and environment-based policy instruments were used frequently,demand-based policy instruments were underutilized,and there was an imbalance in the attention given to the differ-ent actors involved.Changes in the average policy strength of these three types of policy instruments were relatively balanced,but the average policy strength of each sub-instrument changed by a large margin,with the total policy strength and number of poli-cies peaking in 2022.Conclusion It is suggested to optimize the balanced application of policy tools for the transformation of medi-cal scientific and technological achievements,pay attention to the systematic and adaptive nature of policies,emphasize diversified participation and strengthen the important role of medical institutions in the transformation of achievements.
