官员金融任职经历能降低地方性商业银行个体风险吗?

摘　　要：近年来,具有金融任职经历的干部在维护地区经济稳定、防范化解重大金融风险方面扮演着重要角色。本文以2010~2020年中国地方性商业银行(包括城市商业银行和农村商业银行)为研究对象,首次检验了官员金融任职经历对地方性商业银行个体风险的影响。实证研究发现,官员金融任职经历能够抑制辖区地方性商业银行个体风险,该结论在经过内生性检验和稳健性检验后仍然成立。渠道检验表明,官员金融任职经历通过强化金融监管意愿和金融监管能力来降低银行个体风险。异质性分析发现,官员金融任职经历对大规模、低数字化水平银行个体风险具有更强的抑制作用;经济发展水平、银行业竞争程度、金融科技水平、市场化水平、信用环境弱化了官员金融任职经历对银行个体风险的抑制作用;本地任职、高学历、经管专业背景强化了官员金融任职经历对银行个体风险的抑制作用。本文从中国地方性商业银行个体风险视角,补充了官员金融任职经历经济后果研究的理论缺口,相关结论有助于理解具有金融任职经历的官员在防范化解重大金融风险中的积极作用,也为如何维护金融系统稳定以实现经济高质量发展提供了一定的政策启示。In recent years,finance-experienced officials have played a pivotal role in maintaining regional economic stability and addressing major financial risks.This paper provides the first empirical analysis of the impact of financeexperienced officials on the individual risk of local commercial banks in China,including urban and rural commercial banks,from 2010 to 2020.The findings show that finance-experienced officials significantly reduce the individual risk of local commercial banks,and this effect remains robust after endogeneity and robustness tests.Mechanism analysis reveals that these officials lower risk by enhancing both the willingness and capacity for financial regulation.Heterogeneity analysis suggests that the risk-reducing effect is stronger in larger banks with lower levels of digitization,while factors such as higher economic development,increased banking competition,fintech advancement,marketization,and credit environment weaken this effect.Additionally,local officials with longer tenures,higher education,and professional backgrounds in economics and management strengthen the risk-mitigating influence.This paper fills a theoretical gap by examining the economic consequences of finance-experienced officials through the lens of individual bank risks.The conclusions offer insights into the positive role of such officials in preventing and mitigating financial risks and provide policy guidance on maintaining financial system stability to support high-quality economic development.
