摘 要:2023年8月国务院常务会议审议通过《关于规划建设保障性住房的指导意见》,明确了未来我国房地产业高质量发展的新模式。由于入住资格门槛过高、入住费用负担过重、保障房数量有限以及相关配套设施不完善,我国房地产原有模式的保障效果不尽如人意。其深层次原因,在于房地产业没有真正把握“房住不炒”的重大意义,对保障房“准商品”性质的认识含混不清,导致对保障房的目标期望和任务规定脱离实际。在我国当前住房“总量过剩”的背后,隐藏着结构性“相对过剩”的深层次问题需要解决。由于保障房在事实上的缺位,我国房地产业逐渐陷入了“三高一低”的发展模式,抑制和阻碍了民众的消费能力和创业创新动能。未来我国房地产高质量发展的要义,并不仅仅是对“品质提升”的要求,更重要的是对“房住不炒”的坚守和贯彻。我国房地产业的发展必须坚持“以人民为中心”,因势利导推进原有模式向未来保障性住房加商品房共同发展的新模式转变。In August 2023,the Executive meeting of The State Council deliberated and adopted the Guiding Opinions on Planning and Construction of Low-income Housing,clarifying a new model for high-quality development of China's real estate industry in the future Due to the high threshold of occupancy qualification,the heavy burden of check-in costs,the limited number of affordable housing and the imperfect related supporting facilities,the guarantee effect of the original model of real estate in China is not satisfactory.The deep-rooted reason is that the real estate industry does not really grasp the great significance of“housing without speculation”,and the understanding of the“quasi-commodity”nature of affordable housing is unclear,leading to the target expectation and task provisions of affordable housing divorced from reality.Behind China's current housing“total surplus”,the deep problem of structural“relative excess”needs to be solved.Due to the absence of affordable housing in fact,China's real estate industry has gradually fallen into the development mode of“three high and one low”,which has inhibited and hindered the people's consumption power and the momentum of entrepreneurship and innovation.In the future,the essence of high-quality development of real estate in China is not only the requirement of“quality improvement”,but also the persistence and implementation of“housing and not speculation”.The development of China's real estate industry must adhere to the“people-centered”and promote the transformation of the original model to the transformation of the new model of common development of affordable housing and commercial housing in the future.
