摘　　要：党组织在基层社会治理中扮演着引领者和治理者的双重角色,通过党政统合结构引领并嵌入到基层社会治理中。H市A区社会治安综合治理的案例表明,党政统合主要表现在三个方面:组织统合、职能统合及决策统合。由组织制度、任务策略和数字技术构成的社会治理情境及变迁形塑了基层党政统合治理。具体而言,归口管理和社会治安综合治理的组织制度改革,社会治理任务和治理策略的变化,数字技术的嵌入推动着社会治理情境的变迁,并从合法性赋予、客观性要求以及权力性整合三个维度形塑了党政统合结构。党政统合是应对社会治理复杂性和多元复合目标的结构调适,深刻反映了新时代党对社会治理的全面领导及意义。Party organizations play a dual role as leaders and governors in grassroots society governance.Party leads and is embbed in grassroots society governance through an integrated structure.Based on the observation of the comprehensive management of social security in district A,City H,the party-government integration is mainly manifested in three aspects:organizational integration,functional integration and decision-making integration.The social governance context is composed of organizational system,task strategy and digital technology.The changes of social governance context have shaped the the party-government integrated structure.Specifically,the organizational system reform of centralized management,the changes of social governance tasks and strategies,and the embedding of digital technology promote the transformation of the social governance context,which shapes the party-government integrated structure from three dimensions of legitimacy,objectivity,and power integration.The party-government integration is a structural adjustment to cope with the complexity of social governance and the multi-faceted goals,which profoundly reflects the Party’s overall leadership of social governance in the new era and significance.
