摘　　要：科技创新尽职免责机制是贯彻国家创新驱动发展战略、实现科技治理高质量发展的内在要求,具有容错性、程序性、系统性,蕴含激励功能、纠偏功能及保障功能。在国家倡导打造宽容失败、允许试错的创新生态情境下,中国科技创新尽职免责机制建设取得一定成效,呈现出中央倡导推动、地方建制试行的特点。不过,科技创新尽职免责机制仍处于初步构建阶段,存在着与其他机制关系未厘清、具体性政策供给不足、运行程序不健全以及配套设施有待协同发展的问题。为此,应尽快廓清科技创新尽职免责机制与其他机制的关系,加强包含具体性内容的政策供给,健全机制运行程序,完善配套设施建设,推动科技创新尽职免责机制以最大限度解放和激发科技创新的巨大潜能,防范和控制科技创新风险,实现为科技创新主体松绑减负。The scientific and technological innovation due diligence exemption mechanism is the inherent requirement of implementing the national innovation-driven development strategy and realizing the high-quality development of scientific and technological governance.It is fault-tolerant,procedural and systematic,and contains the functions of incentive,correction and guarantee.In the context of the innovation ecology advocated by the state to build tolerance of failure and allow trial and error,the construction of China’s scientific and technological innovation due diligence exemption mechanism has achieved certain results,showing the characteristics of central advocacy and promotion and local institutional trial.However,the due diligence exemption mechanism for science and technology innovation is still in the preliminary construction stage,and there are some problems such as unclear relationship with other mechanisms,insufficient supply of specific policies,imperfect operating procedures and coordinated development of supporting facilities.To this end,it is necessary to clarify the relationship between the scientific and technological innovation due diligence exemption mechanism and other mechanisms as soon as possible,strengthen the policy supply containing specific content,improve the mechanism operation procedures,improve the construction of supporting facilities,promote the scientific and technological innovation due diligence exemption mechanism to liberate and stimulate the huge potential of scientific and technological innovation to the maximum extent,prevent and control the risks of scientific and technological innovation,and realize the relaxation of the scientific and technological innovation subject.
