摘　　要：南京国民政府初期,国民党政权对商会予以整顿改组。在此过程中,先是各省商联会主动制定《商会改组大纲》,力促商会改组。此次初步改组,保定商会将组织领导体制从会长制改为执监委员制。南京国民政府颁布《商会法》《工商同业公会法》后,保定商会又依法全面改组。此次改组,同业公会成为商会的基层组织。在保定商会前后相继的两次改组活动中,国民党政权组织与各省商联会、全国商联会、同业公会等多元力量相互交织,互起作用。此时期商会改组的实践活动表明,国家与民间社会是一种互动相塑的关系,政权组织与社会力量之间彼此影响、互相形塑。In the early period of the Nanjing Nationalist Government,the Nationalist Chinese government reorganized the chambers of commerce.In this process,the provincial commercial federations took the initiative to formulate the Outline for the Reorganization of Chambers of Commerce,promoting the reorganization of chambers of commerce.In this preliminary reorganization,the Baoding Chamber of Commerce changed its organizational leadership system from a president system to an executive and supervisory committee system.After the Nanjing Nationalist Government promulgated the Chamber of Commerce Law and the Trade Association of Industry and Commerce Rules,the Baoding Chamber of Commerce reorganized comprehensively in accordance with the law.In this reorganization,trade associations became the grassroots organizations of the chamber of commerce.In the two successive reorganization activities of the Baoding Chamber of Commerce,the Nationalist Chinese government and various forces such as provincial commercial federations,national commercial federations,and trade associations were intertwined and interacted with each other.The practical activities of the chamber of commerce reorganization during this period indicate that the state and civil society are in a relationship of mutual shaping,with political organization and social forces influencing and shaping each other.
