摘 要:推进高质量发展,需要各级领导干部树立正确的政绩观,辩证处理好高质量发展“潜绩”和“显绩”的关系,既要做让老百姓看得见、摸得着、得实惠的实事,也要做为后人作铺垫、打基础、利长远的好事。按照“打牢基础、谋求创新、发展协调、影响深远、注重贡献、安全保障、群众满意”的高质量发展“潜绩”内在理论逻辑,在做好高质量发展“潜绩”考核评价指标体系构建的基础上,以无锡市惠山区高质量发展“潜绩”考核评价为例,针对实践中“潜绩”指标体系存在的可推广、差异化、信息化以及结果运用等方面存在的不足进行创新完善,系统提出了“看显绩、重潜绩,丰富多维考核评价体系;重基础、谋长远,激发干事创业强活力;建机制、优方式,树好鲜明发展风向标;勇开拓、敢创新,积蓄发展攻坚内力;明自我、善提升,树牢正确政绩观”的进一步做好高质量发展“潜绩”评价对策。To promote high-quality development,it is necessary for leaders at all levels to establish a correct view of political achievements,and to handle the relationship between the“potential achievements”and“visible achievements”of high-quality development dialectically.It is important to not only carry out tangible and beneficial projects that the people can see and feel,but also to lay the groundwork for future generations and for long-term benefits.Based on the inherent theoretical logic of“laying a solid foundation,seeking innovation,coordinating development,far-reaching impact,emphasizing contributions,ensuring safety,and satisfying the masses”for high-quality development“potential achievements”,and on the basis of constructing a high-quality development“potential achievements”assessment and evaluation index system,taking the assessment and evaluation of“hidden achievements”in Huishan District,Wuxi City as an example,in response to the shortcomings of the“hidden achievements”index system in terms of promotability,differentiation,informatization,and application of results in practice,the system proposes to“look at visible achievements,focus on potential achievements,enrich the multi-dimensional assessment and evaluation system;focus on foundation and long-term development,stimulate the vitality of employees and entrepreneurship;establish mechanisms and excellent methods,and set a clear development trend;be brave to explore and innovate,accumulate internal strength for development and tackling challenges;clarify oneself,improve oneself,and establish a correct view of political achievements”.
