规范内化与东盟地区论坛的预防性外交实践

摘　　要：阿米塔夫·阿查亚提出的“规范本土化”理论为研究东盟成功建立东盟地区论坛、借助“东盟方式”改造预防性外交规范并实现本土化提供了基础的理论分析框架。但是,随着东盟地区论坛预防性外交规范的发展,该理论却未能涉及规范本土化后论坛成员对规范的接受情况和规范内化程度的评估,不利于全面地考察论坛成员对待预防性外交规范的基本态度,也使我们无法完整地认识预防性外交规范在论坛内发展的全过程并对规范未来的发展做出研判。因此,本文尝试提出一个初步但更为细致的关于规范内化程度的评估思路,从规范被认同度、规范影响论坛成员行为的有效性和规范争论这三个维度评估预防性外交规范在论坛成员中的内化程度。通过评估,本文得出以下结论:第一,就整体而言,预防性外交规范在论坛成员中的内化仍处于较为浅显的层次;第二,就个体而言,预防性外交规范在论坛成员中的内化程度呈现较大差异,其中与东盟价值观相近的成员国对规范的内化程度更高。The theory of“Norm Localization”proposed by Amitav Acharya provides a basic analysis framework for the study of the establishment of the ASEAN Regional Forum,the transformation and localization of preventive diplomacy norms on the basis of the“ASEAN Way”.However,this theory fails to explain the acceptance and internalization degree of pre-ventive diplomacy by the forum members after localization.The lack of research in this area is not conducive to our comprehensive investigation of the attitude of forum members towards the preventive diplomacy norms,and makes it impossible for us to fully understand the whole process of the development of preventive diplomacy norms in ARF and make a study on the development of them.Therefore,this paper tries to propose a preliminary but more detailed assessment of norm internalization.Through analyzing three key elements which include members'acceptance of the norms,the effectiveness of the norms in influencing the forum members'behavior and the debate on the norms,this paper draws the following conclusions:firstly,the internalization of preventive diplomacy norms among forum members is still at a relatively shallow level.Secondly,as far as individuals are concerned,the degree of internaliza-tion of preventive diplomacy norms among forum members is quite different,among which,it is higher in member states which share similar ideas and values with the ASEAN.
