摘　　要：产业链安全是推动中国式现代化建设的重要领域。新一轮科技革命和产业变革下产业链安全呈现新形势和新特征,推动产业链安全与效率相结合成为赋能产业链供应链现代化的关键一环。新时代中国产业链安全发展取得了显著成就,在产业链内循环韧性、产业链齐全性、产业链创新性和产业链制度型开放框架等方面成效显著,产业链安全得到了有效维护。然而,产业链合作也存在关键核心技术“卡脖子”问题突出、产业链协同发展融合程度不高、产业链创新发展行业与空间布局存在缺陷、产业链国际合作制度型框架缺失等问题。为应对大国竞争和产业升级重大挑战,亟需提升产业链上游核心技术原始创新能力,推动产业链不同环节高水平协同发展,优化产业链中下游环节应用创新能力,促进数字经济等新兴产业链开放发展,以推动产业链安全维护政策优化创新。Industrial chain security is an important field to promote the modernization of Chinese style.Under the new round of scientific and technological revolution and industrial transformation,the security of the industrial chain presents new situations and new characteristics.Promoting the combination of industrial chain security and efficiency has become a key link in empowering the modernization of the industrial chain and the supply chain.In the new era,China has made remarkable achievements in the safe development of the industrial chain,with remarkable achievements in the circular resilience,the completeness of the industrial chain,the innovation of the industrial chain and the institutional opening framework of the industrial chain,and the security of the industrial chain has been effectively maintained.However,there are also problems such as the"bottleneck"problem of key core technologies,the low degree of coordinated development of the industrial chain,defects in the industrial and spatial layout of the innovative development of the industrial chain,and the lack of institutional framework for international cooperation in the industrial chain.In response to major challenges of power competition and industrial upgrading,there is an urgent need to promote the optimization and innovation of industrial chain security maintenance policy from the aspects like improving the original innovation ability of upstream core technology of the industrial chain,promoting the high-level coordinated development of different links in the industrial chain,optimizing the application innovation ability of the middle and lower reaches in the industrial chain,promoting the open development of the emerging industry chain such as digital economy.
