全过程人民民主何以有效实现?——基于上海虹桥街道党建引领居民参与的案例研究

摘　　要：全过程人民民主作为中国共产党治国理政的重要制度创新,超越了传统科层制与参与式民主的局限,提出了一种兼具广泛参与和高效治理的创新性民主路径。基于上海虹桥街道古北万科广场的案例,批判性地反思了科层制的制度范式,深描了居民从被动接受到主动参与,社区从传统科层制的治理失序到党建引领居民参与治理成功的双重转变。研究表明,在全过程人民民主理念的指导下,通过党建引领,以居民赋权、民主协商和自主治理的具体路径,改善了古北万科广场的基建状况和环境管理问题,显著提升了居民的参与度和社区凝聚力。这丰富了有关社区治理动态过程及其实际效能的研究,为进一步贯彻落实全过程人民民主理念、优化基层治理提供了新的理论视角和实证依据。The whole process of people’s democracy,as an important institutional innovation of the Communist Party of China in governance,transcends the limitations of the traditional bureaucratic system and participatory democracy,and proposes an innovative democratic path that combines extensive participation with efficient governance.Based on the case of Gubei Vanke Plaza in Hongqiao Street,Shanghai,this paper critically reflects on the institutional paradigm of the bureaucratic system,and deeply describes the dual transformation of residents from passive acceptance to active participation,and the community from the governance disorder of the traditional bureaucratic system to the success of Party building leading residents to participate in governance.The research shows that,guided by the concept of people’s democracy throughout the whole process,and through the leadership of the Party,the specific paths of resident empowerment,democratic consultation and autonomous governance have improved the infrastructure and environmental management problems of Gubei Vanke Plaza,significantly enhancing resident participation and community cohesion.At the same time,it has enriched research on the dynamic process of community governance and its actual effectiveness,providing a new theoretical perspective and empirical basis for further implementing the concept of people’s democracy throughout the whole process and optimising grassroots governance.
